Jan 05, 2019 These dogs play with cats and dogs a like. I have also never had an issue with my daughter’s friends and the dogs. They are a very gentle breed that would fit in well with virtually any family.

The Animal Services Division is responsible for protection of our citizens by enforcing all City ordinances related to Animal Safety and Welfare. Pet owners who do not comply with the laws are issued citations for their appearance in Municipal Court. In addition, Animal Services Staff has responsibility for stray animals in Little Rock. Stray animals are collected and housed at the Animal Village where care is provided for them or they are held for owner pickup, adoption or rescue. Adoption programs attempt to place these animals in loving homes with responsible owners. Animal Service Officers respond to complaints about stray, injured, neglected and abused animals.
Adopt-A-Pet
Looking for a furry companion? We might just have the pet for you. Adopt-A-Pet places hundreds of quality animals in good homes every year. Stop in and visit our animals at the Animal Village. This shelter was built with the animals care in mind. The kennels open at 10:00 AM every business day.
We have a large number of dogs and cats in need of a loving home. Visit our great facility to meet some of our adoptable animals. Adoption fee is $90. This fee pays for checkup, sterilization, heartworm/FIV/FeLV test, vaccinations and micro-chipping of feline. Give one of our wonderful dogs or cats a home. You'll be saving a life and gaining a lifelong friend!

Basic Animal Control Laws
- Every dog or cat four (4) months or older must be vaccinated for Rabies and be licensed by the City of Little Rock (the animal must wear the license on a collar or harness at all times).
- All outdoor cats must be sterilized and micro-chipped.
- All dogs must be confined on the owner’s property by a fence, pen or by tethering to an approved trolley system.
- Any loose animals in your neighborhood should be reported to Animal Services for their safety and yours.
- Dogs in an open vehicle or pickup must be confined within a crate or carrier, or inside vehicle cab.
- Residents may not exceed four (4) dogs and four (4) cats per household unless a kennel permit is obtained.
- Penned animals must be kept clean and sanitary and should not give off offensive odors.
CRUELTY TO ANIMALS IS AGAINST THE LAW.
- This includes intentional cruelty, such as shooting or poisoning, and neglect.
- Cruelty to animals (including neglect) is a punishable crime in Little Rock. Cruelty includes physical abuse and abuse by neglect, which is failure to provide adequate shelter, food, water and medical care.
- Animal bites that break the victim's skin must be reported to Animal Services immediately. These animals must be quarantined for a period of ten (10) days regardless of vaccination status (Quarantine is required by State law). The owner of the animal is responsible for all costs.
- The keeping of exotic wildlife including carnivore, innately wild animals, non-human primates and venomous reptiles is prohibited.
- Contact Animal Services for complete listing of applicable Animal Control Laws or additional information.
REMEMBER: As a pet owner, you are responsible for following all animal ordinances in Little Rock. Failure to do so could result in fines up to $1,000.
Solid Waste Services is responsible for picking up and disposing of dead animals. To have an animal removed, call Little Rock Solid Waste Collection Operations at (501) 562-5102.
Potentially Dangerous Breeds
In February 2008, the Little Rock City Board of Directors passed an ordinance requiring individuals within the City of Little Rock who are owners of certain breeds of dogs to register these animals. The dogs that must be registered are those with a primary breed that is American Pit Bull Terrier, American Straffordshire Terrier or Straffordshire Terrier. These must be registered at the Little Rock Animal Village, 4500 Kramer Street.
The requirements and documents needed for registration of a 'Potentially Dangerous Dog' are as follows:
- Proof of Spay or Neuter (or Veterinarian documentation of medical condition that would not allow sterilization, confirmed by the Veterinarian of Little Rock Animal Services)
- Photo with owner will be taken at the Animal Village. Dog must be present at registration so that the photo can be taken.
- Micro Chipping of Dog
- Current Rabies Vaccination
- Current City License
- $150.00 Fee (per Animal) for Registration is Required
- All Dogs of these Breeds must be Confined by a Fence or in a Structure.
Note: A maximum of Two (2) dogs of these breeds will be allowed to be owned.
Be a responsible pet owner!
- Make sure your pet is always wearing its tag.
- Follow all animal ordinances for your pet's safety and for your own.
- Have your pet checked regularly by a veterinarian, and make sure your pet is current on all vaccinations.
- Provide adequate confinement for your pet. A properly fenced dog will not be in danger of being hit by a car or possibly contracting disease.
- Take heed of weather conditions. Just like humans, pets are sensitive to extreme temperatures.
- For more information on properly caring for your pet, call your veterinarian.
- Adopt-A-Pet: The Animal Village has a number of dogs and cats that need loving homes. Visit our facility to meet some of our eligible animals. Our adoption fee is $90. Give a lonely dog or cat a home. You'll be saving a life and gaining a best friend!
- Volunteer: Our volunteers are indispensable, and there are never enough of them. We need extra help in adoption services, foster care, and a variety of other animal services. Call our facility, or come by for a visit anytime.
- Children must be taught how to properly treat our furry friends. Teaching a child responsibility and respect for animals reduces the chance of animal bites and scratches, and makes them a responsible pet owner in the future.
- Animal Service Officers work to protect you. The Animal Services Staff appreciates your cooperation with animal control situations.
- Your pet cannot talk. If he is lost, the only hope of identifying him is his city dog license or a microchip. You should have a picture of your pet, as well as a description including height, weight, age, color and distinctive markings. These items will help us determine whether or not your pet is in our care.
Volunteer Training
Little Rock Animal Services offers a volunteer workshop every 2nd Saturday of the month. This workshop will entail an intense look at Animal Services and the Animal Shelter to give citizens an in-depth look at the challenges that face staff daily in public safety, animal welfare, animal care as well as adoptions. This program will allow staff to better care for the animals in custody of the City as well as inform citizens on ordinances and proper animal care.

The Truth About Cats & Dogs is a 1996 American romantic comedy film directed by Michael Lehmann, starring Janeane Garofalo, Uma Thurman, Ben Chaplin and Jamie Foxx, and written by Audrey Wells. The original music score was composed by Howard Shore. Upon its release, the film garnered favorable reviews, with many critics describing its theme(s) as a modern reinterpretation of the Cyrano de Bergerac story.
Plot[edit]
Abby Barnes (Janeane Garofalo) is a veterinarian and host of a radio show called The Truth About Cats and Dogs. Photographer Brian (Ben Chaplin) calls into her show for advice, and unexpectedly sends her a gift and calls her at work to ask her out; she agrees to meet. Her insecurity about her appearance leads her to lie to him over the phone and describe herself with the physical features of her neighbor Noelle (Uma Thurman). She stands him up. After intervening in an argument between Noelle and her abusive boyfriend Roy (James McCaffrey), the two women become friends. Brian shows up unexpectedly at Abby's work at the same time as Noelle, and Abby convinces her to pretend she is Abby.
Abby adopts the persona of Donna, friend to Noelle (posing as Abby) and the two begin spending time with Brian together. They invent a story that Abby uses a different voice on the radio than in real life. He is physically attracted to Noelle, but notices that 'Abby' has a distinctly different (and decidedly less intellectual) personality in person than on the radio and phone. When he calls the real Abby to ask her out again, he asks her to use her 'radio voice' and the two spend nearly seven hours on the phone getting to know one another.
The two women decide to tell Brian the truth by way of Noelle showing up at his home while Abby is live on the radio, but when Noelle arrives, she is entranced by the many kind things he says about her personality and intelligence (even though he is actually talking about Abby). She fails to tell him the truth, which nearly causes a rift between the women, but ultimately Noelle realizes that flattery about someone else may feel good in the moment but isn't authentic. She takes a two week modeling gig out of town in order to put space between herself and Brian.
Noelle returns and tells Brian to make a list of the things he loves about Abby, and to meet at Abby's apartment that night. He does, and reads the list to 'Donna'. The first few things on the list are about Noelle's appearance, but then the list evolves into more important things about Abby that Brian has truly fallen in love with. He professes his love through the bathroom door thinking 'Abby' is bathing inside, but gets no response. He then notices flyers for a charity event Abby is attending, complete with her photo, and realizes the truth.
Abby later approaches Brian at his bar, apologizing for her deceit and explains what really happened. Although initially dismissive, he eventually meets with Abby again and admits he has fallen for her and was only attracted to Noelle because of their deception. He suggests they start again, and Abby happily agrees.

Themes[edit]
Many film reviewers found a similarity to the 1897 play Cyrano de Bergerac by Edmond Rostand, with Abby as the talented but 'ugly' Cyrano, Noelle as Christian and Brian as Roxane.[1][2][3][4][5][6][7]
Uma Thurman said about the ugly-versus-beautiful theme, 'We probably keep going back to that idea because there's a whole industry that needs to sell a lot of products that wants us to think that the outside is the important part. There's a war going on. The inside's not as commercial as the outside. People are so affected by how they're received in the world, and some or all of our first experiences are based on how we're externally judged. The conflict between the inner and the outer is a constant battle everybody experiences on lots of levels.'[8]
Reception[edit]
The film received positive reviews from critics. It has an 85% 'fresh' rating at Rotten Tomatoes from 47 reviews. The site's consensus states: 'Sharp, witty, and charming, The Truth About Cats & Dogs features a standout performance from Janeane Garofalo.'[9]
The reviewer for The State Journal-Register (of Springfield, Illinois) wrote that the film..
is a modern-day fantasy, to be sure -- a movie based almost entirely on one long, not particularly credible misunderstanding. Crown cherry picker forklift. But don't think too hard, or you'll underestimate this fragile little movie's bite, which is.. The stubby, feisty and, of course, not at all unattractive Garofalo and gangly, not-as-dumb-as-she-seems Thurman make for very appealing odd fellows as they inhabit the sunny Santa Monica landscapes and chic apartment settings.. Cats & Dogs gets a little goofy, but stays within its limits. For actress Garofalo, who confidently spits out words like 'misogynist' and 'biosphere,' it should be nothing short of a launching pad. When the skeptical, challenging Abby confronts one of those laminated, condescending, jargon-spouting cosmetics saleswomen, we see a star in the making. Holly Hunter, watch your back. And short, smart and just-regular-looking girls everywhere, rejoice.[10]
The Boston Herald reviewer named the film 'the romantic comedy of the season.'[11]The Fresno Bee called it 'an offbeat charmer.'[12] The Hartford Courant said, 'This movie asks all kinds of questions about the defenses people put up and what they really have hiding inside.'[13] Many reviewers criticized the idea that Garofalo's character was expected to be viewed as unattractive, finding it unrealistic due to the actress's natural beauty.[10][14][15]
Although the film was a decent commercial success, in later years Garofalo was not proud of the film, saying..
I think it's soft and corny, and the soundtrack makes you want to puke, and everybody's dressed in Banana Republic clothing. The original script and the original intent was very different than what it wound up being when it became a studio commercial film. It was originally supposed to be a small-budget independent film where there would be much more complexity to all the characters, and Abby and the guy don't wind up together at the end.'[16]
Several years after the film's release, Garofalo became an actual radio talk show host — something she'd maintained for years in interviews that she wanted to do[citation needed] — when she co-hosted The Majority Report on Air America Radio.

The film recouped its budget.[17] It grossed about $34,073,143 in the United States by 11 August 1996, and a bit more overseas.[18]
